This is kinda wrong. There is localized congestion (usually HFC nodes, ie people using more bandwidth than is being supplied by the gateway) & back haul congestion (congestion caused by insufficient bandwidth in links in the host network connecting CMTS/exchange, affects much more end users). The later wont be related to Netflix servers.

Netflix servers are at the exchanges and can only cause localized congestion (node congestion if HFC/cable) . If their use is causing localized congestion then all traffic would be affected not just to MWO.
Any issues beyond the exchange are to do with overseas partners and agreed routing pathways. Its possible their could be an issue with partner carrier routing pathways.
