Seeing as the current tier system is basically a glorified XP bar, where win / loss is more important than relative performance.

At the end of each round:

You get 1 point for every player your match score is better than.
You lose 1 point for every player your match score is worse than.
As the winning team gets higher match scores there probably doesn't need to be any modifiers for being on the winning or losing team. There might be modifiers beating players that are a higher tier than you. Early games will reward more points to help quickly place players.

After totalling up your end of round score it is added or subtracted from your lifetime score.
Lifetime scores start at zero and have no upper limit. Player scores are distributed over a bell curve, and then that curve is split into tiers. Match players based on said tiers. Over time, people will filter up or down into their skill tier.
This way players will move up tiers faster if they're consistently MVP, and average players don't risk being carried into higher tiers. For most players their lifetime score will eventually balance out as they reach their skill limit.

I know this is never going to get done, but I figured I'd share anyway
