At this point, I don't really see the endgame for PGI's business model, except to sell single-player PVE content as DLC or restricting Solaris esports to players with Premium time. There's only a handful of mechs left that would keep the power creep going, such as the Blood Asp. I'm sure they've made the mech pack process very cost-effective now compared to when they started, but sales must be dwindling. Decals are quite cheap, so I don't think they bring in a lot of revenue, so much as compensate for the lower sales of camo and paint in 2016 versus 2014.
I guess I wouldn't be surprised if they followed your suggestion and made new tech available only via mech packs and supply caches, but there would be a sh*tstorm of biblical proportions, and they would probably need to revert their decisions, like they did with the initial concept for supply caches.
Why couldn't you release the new tech on older mechs? If you look at the 3025 Sourcebooks I don't recall the Gauss Rifle being a thing and there were no ER PPCs or Pulse Lasers either. Hell there were no DHS. Fast forward to the 3050 Sourcebook and you have pretty much the same IS mechs as in the 3025 books but now all of a sudden they are new variants that have been "upgraded" to use ER PPCs, Gauss Rifles, Pulse Lasers and DHS.
I think people need to keep in mind that many of these mechs used by the IS at the outbreak of the Clan invasion had been in service for over 50-100 years and had went through many upgrades and refits to keep them current and relevant. This is kind of like how the M1 Abrams has had a M1A1, M1A2, M1A2 Sep. v2, M1A2 Sep v3, etc upgrades. They all use the same general chassis but the equipment and in some cases protection has been modified and upgraded.
Point it, there is no reason why a Battlemaster manufactured in 3025, couldn't be modified to use MRMs, Light PPC or UAC20 and still be relevant and useful on the Battlefield 75 or even 100 years later. The basic chassis tech hasn't changed the much so only the mounting would have to be motified and in most cases on successful designs, it would be cheaper to motified and existing mech than build a new chassis to use the new weapons.
Note: Speaking new tech, I would love to see them start adding it in. I mean I know that it would disrupt the meta and require new balancing but the be honest, there is just such a limited variety of weapons and equipment in the game that outfitting a mech, any mech, has gotten a bit boring. I mean it has gotten to the point that it only takes a glance at the hardpoints of an upcoming chassis and know exactly what configuration is going to work and what isn't going to work with the only thing different being the geometry and hitboxes of the mech.
