They take the reports serious. It might be more problematic if it is just a single incident. If a name starts popping up more often I believe something will be done.
But as I have a green name my response would likely be seen as just as a PGI fanboy answer...
As far as I know the reporting system works and something is done. But as it is not publicy announced... I might be wrong. We don‘t know how much one has to do to get his free time. And I would advise not to test it. Luckily TKing is something I don‘t see too often. At least not on non event days. On events there seem to be more suicidal pilots who think their kill of an enemy is worth jumping into an alpha from a teammate.
As for Bob... they see if he has done team damage so he should be perfectly fine... in other aspects than his ruined match. I still don‘t get what is the fun in TKs...

It probably takes a bit of time for them to sort all the reports and then apply the punishments. I know that I get frustrated when I see someone abusive or an attempted TK'er a day or two later acting as if nothing has happened. I like to think that PGI got around to punishing them later in the week, but sometimes I do wonder about that...
