You're welcome and I imagine that's what they were going for. Originally it was going to be a series of choices, "Faster acceleration or faster braking? Better turning speed or better turning radius?" Then PGI said "Know what? Just give them all the things!" And so we got them.
Make sure you don't use up your "GXP", the GXP is the only one you can use for actual pilot skills... which is a contrived name for unlocking access to modules so that you can buy them.
For a more lore friendly way of describing it: As you go on your countless battles as a MechWarrior, mercenary or otherwise, you get your R&R at various bars to drink away your troubles. As your battles are fought and your liquor is drank, you overhear things. Hints of legendary, rare things that can somehow enhance how fast your bullet are without increasing its damage, or how something can make your missile launchers load more efficiently so you can slug them out faster... or for some reason, a seismic sensor that wasn't included in your 'Mech's sensor suite. (Earning experience.)
(Spending the GXP to 'access' the ability to buy them.) Overhearing about these items turns into finding out information, like how to schedule an exchange on the black market; the item you want for Comstar phone bills; because lets be honest the best inter-faction currency we have are glorified space-phone bills that we can exchange. (Buying them.)
