If the PTS is about testing Energy draw, how is anyone supposed to make an accurate decision on how Energy Draw is affecting the game when values that have nothing to do with Energy Draw are changed. Such as weapon spread and cooldown for example.

It seems it we are supposed to test how Energy Draw performs and changes are made Between PTS 1 and PTS 2 that have nothing to do with Energy Draw then how are we to get an accurate picture on how Energy Draw changes are affecting weapons in the game.

Yeah it seems weird, but only if you think they throw the stuff into PTS totally untested.
But they don't, they do internal tests (much like some players do in the PTS) and if they find out the balance is all wrong they try to fix stuff ahead of the PTS. And they use the feedback/observations from PTS-1 as well...

And getting some kind of balance into the game with Energy Draw will require changes in the main weapon characteristics, that much should be clear. And those characteristics aren't at some neutral state, they are the end result of several adjustment rounds, tuned to balance the weapons under the conditions of the current live system.

Plus Energy Draw as an isolated mechanic isn't so important, what matters is how the complete system of old, new & adjusted parts works together. And that's what the PTS is about...

True However I am not a fan of when you are doing testing of changing multiple things at the same time.
