This is a pretty good build — no obvious steps backward, and it tightens up Energy Draw's effect on play.
Lasers are regularly being used for high-damage alphas. I'd suggest applying similar changes to lasers as have been applied to front-loaded damage weapons like PPCs, Gauss and autocannons. Since the developers have introduced per-weapon sub-modifiers, you'll probably want to lean more heavily on pulse lasers.
