Here's a bizarre thought: What if you could increase ttk by getting people to increase ttk themselves? By encouraging them to change their gameplay style in a way that promotes higher ttk.

Make a system that gives multiplier bonuses on cbill and xp/gxp rewards for 'honourable combat'. Stuff that increases TTK like; Taking hits for teammates, twisting, AMS coverage, not PPFLD'ing, not relying soley on indirect lrm spam, not sneak backstabbing or poking from forever away, using a wide variety of weapons, and all sorts of other ttk-increasing situations that you can think up.

You can even invent new rewards and achievements and such related to it.

People who care about the rewards will change their gameplay to work with the new system, and people who don't, won't. No mechanics changes required.
