I feel like cooldown nerfs and base heat value increases on weapons that already ran hot on anything not quirked is the wrong way to go.
In place of cooldown nerfs, why not add a recharge penalty? Especially for long ranged pin point weapons. It won't hurt hide in poke as much, but neither will cooldowns.
A lot of people, including myself expressed concerns about boating not being taken into account. But why not simply take a proven mechanic and apply it to energy draw? An energy cost penalty for boating weapons seems straightforward and simple. It's something the community is familiar with. With the 30 energy cap, "ghost energy" wouldn't have to be as severe as Ghost Heat is.
