Yup it is, and that's one of point of lights having too much damage per tonn, espeically as they cna easily back shot.

The ratio doesn't really matter for this, and of course doubling both numbers leaves it at the same ratio. The important thing is the difference.
One of those mechs gained 120 and the other gained 596. Since damage output will remain as it is the assault would get nearly five times the benefit that the light would.
The light may double its durability compared to now, but relative to every other mech in the game it would became even more fragile.

if something that 120 extra would be safety net in case of lucky shot or if light pilot made mistake...ac20 would blow side torso in 1 shot but since we have x2 armor locust now have 20 armor and 10 structure which allows it survive 20 dmg slug.
Lights never relied on armor for survivability so you talk **** when you say that this extra armor would made them more fragile...

They would be more durable than they are now but because assaults would get such a huge survivability boost it would end up with lights being even more fragile relative to assaults because it wouldn't take much longer to kill a light while it would take drastically longer to kill an assault.
This was already an issue when armor & structure were originally doubled way back in the day actually, but it needed to be done to address certain issues that arose from translating Tabletop rules & values & systems over to a video game like MWO because otherwise TTK was atrociously low; it doesn't need to happen again for any reason.
