The way my crosshairs keep snapping all over the place in 3pv. Is that an aimbot?
Because...I mean, I know my aiming is nothing to write home about, but that guy just plain sucks.

But, it seems PGI will only ban them when you send them videos (see ManyHeatsinks)

Not sure if joking or you don't know why the 3pv crosshairs snap. Can explain if you actually want to know.
But yeah, the problem you have is it's very hard to know if someone is aimbotting, good, or lucky.
I've got 3 1-shot headshots in a single match before; pure luck. Think I still have the video somewhere actually.
You CAN'T tell from spectating, because what you see when spectating is NOT what the player is seeing; it can look strange and jerky, and things that look like clear misses can hit and clear hits can miss.
Aimbots are possible, but they can't force your crosshairs to move any faster than you can move them. All mech movement is server authenticated. So they CAN move your crosshairs for you, but only in the same manner you would (they'd be sending mouse movements to the game). They can't make impossible shots as a result either.
They do happen and are used, but infrequently.
Getting headshot is no indication of cheating, as quite frankly people aim centerline, cockpits are centerline, and the right weapon loadout is going to put all that damage in exactly the same spot, so if they happen to fire at the right spot (or you turn a bit and move the right spot into their line of fire.... Pop.
A guy running dual gauss will tend to a lot of headshots, particularly if he knows where mech cockpit hitboxes are. You can one-shot a fully armored cockpit... 52% of the time? McGral will correct me if I'm wrong. But hitting a cockpit isn't as hard as you'd think if you're trying, and can absolutely happen purely accidentally... Particularly when you're looking at the shooter.

ok so I am not the only one that this happens to
I even have video of my aim point snapping
I blame PGI for everything since they have complete control of the game (that's why they are not worried about cheaters)

The knee jerk when you are having a bad day or a bad streak (or both) is to call cheating... but unless you have objective evidence (rather than subjective "come on that HAD to be cheating" 'feels') I don't think you can say with certainty.
I do remember one time, in spectator mode though, one guy was walking stuck against a corner, and his torso/aim reticle would keep jerking from one target to the next (and sometimes friendlies) over and over for several minutes straight. That seems like bot behavior to me, but maybe it wasn't?
I feel like if botting were rampant, stuff like that would be more common... and, as a problem, it'd become much more apparent (generally high accuracy for users... you wouldn't think someone would code an aimbot to fire when it doesn't believe it will hit, right?). But I'm not sure having PGI devote resources to this (which just generally makes it an escalating arms race) is preferable to, say, new maps, more mechs, better game modes...

i can assure you that if someone Cheats(AimBots) they will be found out,
and if they are found out they will be banned for their Crimes(Using AimBots),
just like if some one posts a Topic discussing Cheating,
it will be found and subsequently locked by a Mod,
you guys know better,
