Because they're enormous bargain values already. They're such a great deal its worth setting up a steam accout version of MWO just to buy the packs, link them to your regular MWO account, and then toss out the steam installation. They're not considered mech packs for Inner Sphere/Clan rewards though specifically because they aren't unique to either tech base as they only contain ONE mech of each per pack.
Again though, folks continue to ignore that fact that PGI has clearly said it is NOT about dollars spent, but about what tier level of packs you bought. A basic pack + hero + reinforcements is still just a BASIC tier level purchase.
Maybe they should use simpler math... basic is a zero level mech pack and collector is a one level pack. You need at least a zero level mech pack for the basic inner sphere bonus mech reward, and TWO or more value mech packs for the top-tier loyalty reward. Well guess what, it doesn't matter how many basic packs you bought...five times zero...is still zero. But two times one is TWO.
