A bit unnecessary to make those changes... MWO balance is based around d the weapon values they chose, and the current TT-parity capacity and dissipation rates work fine.

Breaking up the heat bar to the TT configuration and reintroducing the penalty scale dissipation rate will greatly lower DoT without changing how damage is done, which I think is the goal most people agree with.

No need to mess with how either capacity or dissipation is figured from TT.
