Anyone ever figure out the wonky dissipation to weapon heat issue with Flamers?

It's safer to wait until 90% before firing weapons, than firing at 50%.
At that point, your dissipation returns, seemingly, in full.

I believe it may be because the client for some reason is not recognizing that it is currently getting hit with flamers, so the client may see itself at 57%, but the server says it is at 90% already. Not really sure on this, it's just a hypothesis.
