I'm looking through the omnipod list, and even though I bought the reinforcement pack, and have the NTG-C and NTG-D mechs, I can't buy any NTG-C or NTG-D omnipods. They are just not listed in the omnipod list. Is this correct behavior?

Yes, that's how it's supposed to be.

In more detail: They can't control WHO can buy omnipods, so only the base 3 models have openly available pods. Otherwise people could buy the standard pack, and add the reinforcements omnipods - thus they'd never sell reinforcement packs.

Same with the Hero omnipods.

No.  You have those pods on your C and D variants, though, and can take them off those mechs to put them on other variants.  

Items that can be bought for c-bills cannot be "locked" or "unlocked" per person, that functionality doesn't exist in the store.

So, things are either available to everyone for cbills, or noone.  

As such, while you can buy the standard pack omnipods because to buy an omnipod, you have to have at least one mech of that type, so in order to buy any Night Gyr omnipods you must have already bought a standard pack.  It's not "unlocking" though; you just can't buy omnipods for any mech you don't own, period, as you buy omnipods in the loadout screen of the mechlab.

So that's why you can only buy prime/a/b omnipods.  Any other ones you can only use by removing them from an existing chassis you own.

Again, this is also why if you buy a Jade Kite, you'll only ever have one of each of it's omnipods.

You'd think so, right? PGI has stated that they can't code it properly, so basically it's either:
1.) All players have access to buy additional C & D omnipods.
2.) Nobody has access to buy additional C & D omnipods.

They chose the latter, stating that it would be unfair to let players who bought basic packs, purchase omnipods for mechs they didn't buy (reinforcements pack). Lots of Viper preorderers got burned on this.
