I know I'm a few patches late, but did the Adder always have so many negative quirks? I don't think so. Was it being overused?

I haven't looked at adders in a long time and am at work, what negative quirks? I'm not aware of any; just positive ones.

Don't have any Adders but looking at them in the store I could not find any negative quirks.
Might be a simple misunderstaning: a green quirk means a positive change making the mech better at something, even if the value is a negative itself.
For example: Laser Duration - 6% means all lasers' beam-duration is shortened, thus dealing the same damage in a shorter amount of time, making it easier to deal full damage to a single component, minimizing time needed to be exposed, etc.

I was talking about the negative structure quirks on the ADR-B left arm and the ADR-D right arm.

And they're net positives.
Note that those two arms have +18 armor, -6 structure. It's ABSOLUTELY worth trading some structure for armor. What this pair of quirks does is buffs those arms, gives them +12 net health, AND makes it take +18 damage before your opponent can damage the ballistics in those two arms.
These are buffs, not nerfs.

Clans are slated to get a quirk pass in early 2017. Until then, you just have to suck it up or go with IS mechs. They get quirk passes frequently.
