i was thinking of ways to level the playing field in fp that arent stupid. now thats a tall order, so sorry in advance if my proposal sounds idiotic.
so i was thinking of unit call to arms. pretty much when a unit attacks, a call to arms is sent out only to unit members on the other side. if another unit answers this call then you are both dropped, and the winning unit gets a 4x sector cap multiplier. that means the winner (re)claims 4 sectors as a result of the match. this certainly makes more efficient progress than farming pugs for 8 games.
this wont make pug stomps go away, but it should make them less frequent. units might opt to fight eachother to speed along their planet captures, even going as far as scheduling unit vs unit matches. with all their organizational capabilities, this should be a no brainer to pull off.

granted their track record for not screwing up is not good. its certainly a lot more straight forward that some of the other solutions, and wont adversely affect the bucket situation (that still needs a remedy, and the 2 or 3 other things before fp is a well oiled machine).
they do that and then the organized teams will get together and organize their play times to fight each other. if they can opt do to a capture in 3 hours vs a grueling 8 hour session, which is often required even with ghost drops and pug stomps. it would be as if pgi implemented games scheduling, without pgi actually implementing it. simply let the community do that which the developer can/will not.

Deliberately annoying the player base is unfortunately PGI's policy.
Great suggestion as pugs vs 12man is by far my worst experience playing so far.
