I don't think it's the hotfix that messed with it. It's the sudden downtime when PGI was removing the decals from players that triggered it. My guess is that there is a script run before the servers went up during patch day and the hotfix that causes TT to be run so incessantly for the event.
It simply got reset to the defaults because of that downtime.

That is most likely NOT the case...
What is happening is more than likely this..
Patch is put together for monthly patch, it gets completed at X time and get's finalized, and then goes to Q&A.
Known issues are worked on while patch is in Q&A typically because they ran out of time, hence the "known issue" Or Q&A found said issue because it is far easier to check 95% of the patch, while the last few things are finished up.. (art updates are a prime example of this sorta thing)
The others finish up what they are working on, while patch is going through Q&A and goes into Planned hot fix.. Patch is uploaded to servers, and goes live..
Planned hot-fix gets it's finalized parts, and any issue that pops up when patch goes live also gets tossed into said hot-fix..
Hot-fix does not get as extensive of Q&A, so sometimes things can slip, like checking it TT still had it's increased bonus which could of gotten reset when they fixed the alarm sound thingy more than likely. though maybe not. I dunno the back end, but that is plausible depending on where the numbers are they have to edit..
So that is pretty much the reason why we get a hot-fix 2 days after the patches go live each month, since they went to monthly patches. The patch most likely has spent 5 days in the Q&A/finalization processes, but the coders and animators, and art folks can still finalize the things they did not have enough time to finish before the deadline.
I am not 100% sure, but this is what i have gathered by listening to russ ramble at town halls, and understanding what has been in most of the hot-fixes.. Kinda makes since don't ya think?

I'm convinced its the downtime.
I mean, was this experienced post-hotfix, or post-downtime? It's easily the latter.
