From a gameplay balance and lore based perspective, this is a bad idea. And when both of those are in agreement, you know its a crap plan.

This would be interesting and add depth to this game if 1.Clan Tech was actually balanced, for example, Clan DHS weren't universally superior to IS DHS and 2.If mechs didn't rely on quirks, which, with Clan Tech, would become OP.

It would be grossly unfair to allow a Clan mech to field IS ballistics or lasers.

Actually I feel that the only way to truely achieve balance is to allow mixed tech and mixed teams. Then give weapons certain advantages.
For example when comparing er medium lasers vs medium lasers.
Clan ERM has better range and damage
IS ML has a shorter cool down and less heat per damage
Give both the same duration.
That way people could choose their playstyle and if their data suggested one is being used more than the other they could tweak accordingly.

I've always liked the idea but most don't, and it would end the use of most IS tech other than autocannon and LRMs, and all the IS engines. Imagine Banshees suddenly on a level with the Kodiak 3 because they can run a Clan XL and boat ultra autocannon. Or an Awesome with Clan ERPPCs, Clan XL, Clan heatsinks, and Clan ERML.
