A couple of suggestions to test.

A. Simple version
1. Reduce base sensor range to 600m.
2. Reduce ECM benefit to -50% detection range (making base of 300m)
3. No lock = Convergence fixed at 1000m.
4. Lock = Convergence locked at target range.

Increases the value of scouting, as long range snipers need a lock to get pixel perfect aim.

B. Long version (needs significant resouces)
1. Reverse the sensor rules to "base detection range" based on tonnage. Ie. Assault = 800m, Heavy =700m etc.
2. Reduce ECM to -25% detection range (making baseof 600m for an Atlas DDc).
3, lock rules as above.
