Technically speaking, when PGI delays something, in all likelihood they shoved it a deep dark closest up in their headquarters attic never to see the light of day again while simultaneously striking every mention of it in the records until we're left with only a few wizened only MechWarriors who vaguely recall what ED was.

Splitting up your weapon groups (and waiting 1.5 seconds between shots) means that you have more face time which means your build is directly nerfed, compared do 2ER PPC mediums and dakka heavies and assaults other than the Kodiak will all have builds that aren't really hurt by ED, so in comparison, your build no matter how good it was before is signifcantly worse off after ED.
