You are right Remillard, Smurfy's might be buged, If 3FB has 4 missile hard points, then by all means run SRMs.
Conversely if you wish totroll "surprise" people, run it as ECM equipped 4 x 15 LuRM boat.(just kidding)

The missile hardpoints in the side torsos have been removed since last patch.. unfortunately. It was never supposed to have them in the first place.
