Does Clan Targeting Computer also speed up gathering detailed info on enemy mechs? Similar to Target Info Gathering module?

Yes it does, and the effect scales with the 'size' of the computer, although most of the advice I have seen is that the TC1 is good value, but the larger TCs offer diminishing returns.

Once you hit TC4, , it isn't worth going any higher.
