When can you unlock modules to add to your mech. I have my skills up to elite on the mech but all the mech and weapons modules still say locked.

The is a XP cost to unlock modules.
Go to the skills tab, then the Pilot skills.
You can spend XP to unlock them there, and then purchase them in the Mechlab.

As Akhri said you have to unlock modules individually.
You use GXP (General XP) in the Pilot Skills tab. This is why many people recommend only using GXP for modules and not mech proficiency.
Also note that things like range and cooldown have 5 steps, giving increasing bonuses until you reach max level. You have to purchase each level with GXP, but there is only one module. It increases in effectiveness as you increase level via xp.

XP can only be used for Mech skills (tweaks for the mech).
GXP can be used for both Mech Skills and Pilot Skills (module unlocks).
Only GXP can be used to unlock pilot skills.
Do your best to not spend GXP on Mech Skills, and instead use them to unlock weapon and equipment modules.

Start with the equipment modules. They cost more GXP and cbills, but you can shuffle the first one around.
I'd suggest radar deprivation or seismic sensor to start.
Weapon modules will be getting nerfed in a couple months I think, especially the cooldown one, and it also is weapon specific, so you will get more bang for your buck out of the pilot ones.
