When the first conflict of a planet starts, in faction warfare, the defender can once and only once choose to enforce an honorable batchall.

This causes both sides to be required to use the stock mode setting when attacking/defending that planet in invasion and scouting, until such time as that planet is fully defended or invaded (in which the new/older defender can make this choice again), and an honor icon to show over the planet's readout showing this as such.
