Looks like hops 10 - 11 are going trans-atlantic and 12 - 15 are in France?!?!!?
Here's what my in game interface looks like for latency meters:
I've reset my internal network and my gateway. flush the DNS cache on my main machine. Not sure what else I can do if my stuff is getting routed to Europe when it should be going to Montreal. Any help would be appreciated.

Tis AT&T. A few other players with AT&T in Texas have reported the same issue. One player was able to workaround it by using VPN until AT&T can resolve it. Their tier1 help desk will not able to resolve it, you will need to ask that it gets pushed up to tier3.

Ohhhh...thank god. I thought I was only one suffering from this in Texas. Same tracert issue I have seen from Ft Worth using AT&T. It goes to Europe and times out on some hops. WTF AT&T.

Might want to post in this thread, and send in a support ticket. The more who post/tickets may help get it resolved. It will not be the first time there was an issue with AT&T routing.
