Read the title. black night and timber wolf are same tonnage yet the black knight is almost half again taller than the timber wolf. and being that tall, why are all the weapons but a semi-useless head energy mount so low? being that big you have to expose way too much of your body to fire you weapons effectively and your a HUGE target. Just wondering.

It's taller because it's narrower, and it's weapons are low because of the art work, and because not every mech is designed for maximum meta.

That was easy.

So it can't bite at your ankles.

It's a huge target but it trades its tallness with narrowness; it's virtually impossible to shoot a torso from its sides because the arms cover it. From the front it is tall but narrow, so it is hard to isolate the side torsos compared to other mechs, making XL engines an option. An option that mech sorely needs to make use of the sheer amount of firepower it can bring to the table.

On the other hand you can take one with a STD 300 and make a very tanky laser skirmisher since people will habitually shoot the side torsos of a black knight first, or at least try to. Obviously it's much better to lose your torso and then get cored out rather than just being cored out and put down. The head laser ensures that even if you are stripped of both torsos, you still have something to annoy people with.

Take all that as you will.

I'm pretty sure the Executioner/Gladiator is supposed to be the "tallest mech" (and i'm pretty sure it is in MWO)

only that the "CBT" banshee had long legs and a compact torso - where as our MWO banshee is more the neanderthal - short legs, broad chest and extreme long arms.
It shouldn't reach 15.5m at all

Well, the heights were never consistent, like ALL over the place and in some cases absolutely f*cking ridiculous.
Just look at this Official clan mech line-up

You have a Stormcrow shorter than a GOD DAMN MIST LYNX
And people complain about Light mechs being huge in MWO, can you imagine how USELESS they'd be if a 25 tonner was taller than 55 tonner?

Seriously though, mech-scaling in MWO(from mech to mech, not mech to environment) is probably the best it ever was as far as i know.

They say the mech heights in the picture itself.
Stormcrow is 10.1 m vs 10.6 m of the Mist Lynx (still not as ridiculous as 11.4 m height of the 20 ton Fire Moth)
According to it Gargoyle is 14.1 m.

PGI went the simplest route on rescaling across the board. The scaling by volume could have been adjusted between weight sets, though not necessarily weight class, with each level having a different modifier. Other options could have included default engine STD vs XL (bulkiness) at minimum, then by Endo/Ferro (bulk) combination for the Clans.

Black Knight: Humanoid...Tall and skinny
Timberwolf: Aircraft Torso...Squat but long

Different torso design distribute their volume in different ways and gives each mech it's own pluses and minuses. Humanoids can shield better and can more easily spread damage, but are taller. Aircraft torso styled mechs are shorter and can generally face tank a little better, but often can't shield their torso from the side leaving them vulnerable from the sides (especially because often the arms aren't in a position to shield the side).

Each have their own positives and negatives. Pick what you like and pilot it to it's strengths.

Think LeBron James 6'8" 249 LBs standing next to Ray Lewis 6'!" 250Lbs. Lebron = Black Knight, Ray = Timber Wolf.

Originally (table top lore), the Locust was as tall as the Warhammer, just EXTREMELY skinny, with very spindly legs, so due to the profile, theoretically it was hard to shoot at (although with dice, RNGeesus usually helped you out).
