Apps like adobe update, google update, wwahost.exe running in the background.
If rubber banding occurs, open task manager and check if there's an app consuming CPU %.
There are days when I lag when it looks like defrag is running.

But in any case, my ping to the game servers has steadily degraded to the point where it's now double what it was after those servers were initially launched. Perhaps PGI isn't paying for the same quality of service, or the service providers are stiffing them.
I've told PGI multiple times. They don't care. I'm just a 'whale' who has been gutted and discarded.

Do a tracert.
Others had issues with AT & T rerouting their connection in a way that literally doubled their ping.
Its a known ISP issue.

This has been a steady, progressive degradation of ping over the course of a year. So it's not an ISP routing issue.

Some australian ISP's route internet traffic through the state's internet censorship program which causes hideous amounts of ping. The reason game servers aren't likely to be the root cause is, if that were true it would affect everyone.
There are plenty of people who play this game without lag issues. They play on the same servers you're playing on without lag.
That means its probably not the game servers, something else is responsible.
In my case, my ping is actually lower now than it was a year ago. I used to get 160-180 on north american servers. Now some days I get 140-150.
I'm lagging more and damage is failing to register in some games. But I know its because there's an app called wwahost.exe that opens randomly for whatever reason, lagging me out.
The second I close that everything is good even if task manager doesn't show it consuming any CPU or hardware resources.
