Population imbalance means there aren't enough people to create even matches. At peak times not such an issue as the games are finishes fast enough so the IS players can be recycled. Off peak time it means lots of ghost drops. And yes ghost drops definitely count for tug of war.

I have noticed that there is supposed to be a population imbalance but honestly I have no idea how big. My guess is that the number of ghost drops would be an indicator of the imbalance so I set up a poll ... though it is probably not as well formulated as I'd like.
Also, even at peak times, unless the number of players on both IS and clans sides are roughly equal ... then the queue time for the side that has more players will increase monotonically until ghost drops occur even at peak times.
Finally, I wanted to get an idea of how much ghost drops might be contributing to the dominance of clans in FW at the moment. If the populations are that imbalanced then you might see ghost drops every few matches ... ghost drops are essentially a free maximum win on either scouting or invasion in terms of overall tug of war ... if 1/3 of the matches were ghost drops then even if both sides win 1/2 of the played matches (which based on anecdotal evidence seems to be far from the case) ... the side with more players will actually be up 2:1 since they win all the ghost drops. I am hoping that this is not the case since it is a fundamental design issue that gives the side with the greater number of players a strict advantage but I don't have enough information to say either way ... thus the poll.
