They use to illuminate enemy mechs with radar, but now it seems like they don't do anything so I am wondering what they do now?

No, they still do that? Why does it seem like they don't do anything?
Did you use one and it disappeared quickly? They can be shot out of the air, could have been taken down fast.

I put one up over a hill with enemy mechs on the other side, but nothing showed up on my map.
So they haven't changed the way they work?

They have not.
I can't remember the exact range of the UAV radar, but it isn't huge, maybe 300-400m diameter. If you know for a fact that enemies would have been in range It may have just been shot down quickly.

It will spot only enemies which are in Line of Sight for the UAV. If there is the mountain between you and the enemie and the UAV is not shot high enough, it won't see and spot the red-ones

This and remember the UAV looks straight down and has a range of 850 meters which it can see, as for the area that depends on how high the UAV is... Which depends on your height when launching it.
If a UAV is above a bridge hide under it and be invisible to the uav.
UAV can be shot down. With BAP you can lock on UAV for missiles.
