I'm new in the game and want to know where you go to spend gxp's for weapons modifications.
Example range modification, cool down modifications etc. I can't find how to get there.

If you go to skills, then choose pilot tree on the left, you can spend it there.

That said, I wouldn't. Save up for mech modules, especially radar deprivatuon.

Save up for radar deprivation first thing. It is a massive game changer. I used to hate whenever Polar Highlands came up because I knew I was just going to be LRM meat. Once you get that skill, the LRM boats become target practice for you, instead of the other way around.
