Unfortunately PGI is very hush hush about new upcoming mechs. Alot of people think it's the Firemoth (which was teased by Russ but not yet confirmed). Your guess is about as good as anyone's at this point in time. They did confirm the next mech will be a light. Evidence is pointing that the January light mech will be the Locust IIC. Expect the rest of the IIC line up to be released in 2017 in whatever irrational order they decide to follow.
No one knows when they will release the Mad Cat MK.2. My best guess is probably by the summer or at Mech Con 2017 as the special mech announced (It is wanted by a majority of people after all). We also might see the announcement for new tech at Mech Con '17, but don't hold your breathe in anticipation.

As has already been said, the next mech will be a light mech. Also, when you look at the number of mechs in the game, it seems very likely that both IS and Clans will get 2 light mechs each to even out the number of mechs.
Russ has also mentioned the possibility of going back to multi mech packs. So we might see 2 IS light mechs for $30 and then 2 Clan light mechs for $30, with different options for reinforcements and hero mechs.
(As a side note: Remember when PGI explained their prices for the Urbanmech and Unseen mechs as special circumstances? As if future mech packs would not cost the same? If memory serves, they just kept the same price and gave players more digital freebies like modules and C-bills)
