Maybie it woud be good to adjust the TUG OF WAR by placing 2 invasion fields in it.

this way invasion mode definetly shows up in the course of the attack phase.
from a logical standpoint it woud also make more sense, because you fighting over multiple
planets, so there shoud be more then 1 invasion field.
P.S.One coud even go that far to make attacked planets switching according to the tug of war.
For example 1 TUG OF WAR tile means 1 planet flip.
This way it woud be possible to actually defend planets,
making the whole conflict more dynamic.
For example 2 tiles are occupied by clan forces,
through the result of the planet attack vote screen you woud have a solid result what planets have to flip. 1st: the one with most votes/%. 2nd: the one with 2nd most votes/%. 3rd:.....
