It's being claimed that it can go up to 40 miles per hour, and is almost completely silent up to 20 mph. Sounds to me like an early version of a neurohelmet

I highly doubt said claims. I'll believe it when its been documented with video and with someone there to clock it. I doubt it is silent.

There is nothing about that machine that suggests it could be silent at a walk much less at a run. Unless, of course, the surface it is moving on dampens the steps and pneumatic/hydraulic cylinders and lines have become quieter than I remember, I'll believe it when I see and hear the proof myself.
