If you purchase one of the packs on steam, you'll need to download the Steam version of the MWO client. Once you've logged in with that, steam will register your purchased pack with your MWO account... and then you can use either client to play the game. Your purchased mechs and bonuses are now in your account and visible on either client.
Personally, I purchased the Light pack while it was on sale some time ago... and was rather annoyed at having to download the Steam client, but it was a great deal and I was happy I went to the effort of getting it. After the purchase, and making sure the mechs are in my account, I delete the Steam client (I'd rather not have to run steam to play or patch the game, is all).

When you buy a pack on steam you will need to use steam to activate that pack on MWO. When you log into steam after making the purchase (give it like 15 minutes) it'll ask you if it should authorize the account you logged in with so hit Yes if you're on the right account.
I recommend the Heavy pack if you have the $ for it, the two mechs it comes with are very solid performers and Heavies are the easiest weight class to play. I bought the Assault pack when it first came out and loved it but I'm used to driving super slow mechs. The other really good value is the medium pack, mediums are faster than Heavies but have less armor.
Save the MC you get from the pack you buy until Christmas when they do the half price mechbay special, 150mc per mechbay is super cheap.
Don't use MC to buy mechs, just play the game until you have the cBills to buy a mech, the only thing worth spending MC on is cosmetics and mechbays.
You will need to have 3 of a mech to master it, You get 2 different mechs in the pack you buy, if you bought the medium pack you will get 1 HBK and 1 SCR, you need 2 more HBKs to master the HBK line and 2 more SCRs to master SCRs, they have to be different variants from the one you get.
If you want to master Hunchbacks, you will need 3 different Hunchbacks

4H
4J
4P
4SP
3 different variants so a 4P a 4SP and a 4G would make up your three.
Then you have to get Mech specific EXP on each of them, you earn two types of EXP per match, GXP is for modules so DO NOT USE GXP on Mechs.
If you want to master the Stormcrow you'll need the Prime and your choice of A B C or D for the other 2.
Ultimately it comes down to how much money you have but definitely SAVE your MC for mechbays.
You get 3 colors which can be put on ANY mech.
You get the Phranken Pattern unlocked for the mechs you buy. If you buy the medium pack that comes with Hunchback and Stormcrow, you get the pattern for ALL hunchbacks and ALL stormcrows that you own.

But they are all not really great for new players, need 2 other variations to master as Xetelian says. Except that in the long run, the mechs in the really good priced (thx sale) steam packs are staple high tier mechs (except Thunderbolt) that provide you 30% more cbills per match, which adds up.
Which pack is the best deal, really depends on your playstyle.

Sure. Not sure about what kind of deal I'd call it, I'd suggest you check out the prices of other packages and such and run the numbers.

Most of the value comes form the c-bill savings on the mech variants themselves, which if you double up on the packs, you won't get the savings on it since there is little reason to double up on mech frames outside of CW. (And even then, very little reason to double up on light mechs.)
If you have money to burn, regular mech packs, or saving for a larger steam mech I would recommend it.
Its probably a much better cash value to just buy the MC and premium time separately.

1 month Premium time = 2500mc.
2500mc = 13.9$
1$ = 60 currency of my country.
13.9$ = 834
i can get steam light pack from steam by 499 and it about 8$.
So it is a great deal with 2 annoying mechs 30 days premium time 1500mc and cBills...
And i cannot activate one steam pack twice on account.
