Well the Save button looks active but there's also that exclamation mark warning like you said. Does that say anything on mouse over?

The only time anything changes is when I scroll the decal over somewhere were it cannot go and the black box appears. When this happens the option for "Double Click - Apply Decal" goes away. Nothing appears when I mouse over the save, the yellow triangle, or the blue edit pencil. The save button and yellow triangle are flashing and I can't save the decal or mech because I haven't actually applied the decal.

So that's not the only thing wrong with the editor. I picked a different mech, painted it first and then went to the decals and they were gone.

From the screen shot above, it doesn't look like you own any Inner Sphere decals. But if you posted a video I'm sure people in the forums would be able to help better as well.
