So we want to have fast queues in FW and relatively well balanced matches but the population keeps shifting back and forth between IS and Clan. Try this solution.
Mercs and Freelancers don't take contracts. They use what they buy or salvage from the battle field so they can have both Clan and IS mechs in their drop deck.Yep Choose 4 mechs from your entire collection and scout with what you want. Deck weights for Mercs can be the same or different than Clan or IS.
Mercs and Freelancers are fillers in a match. The match maker takes in to consideration the tier level on both sides and distributes the Mercs and Freelancers to balance the match.
Priority in queue goes to the loyalists. If there are multiple 12 man in queue the next one to launch is the one with the most loyalists in it. This is determined at the time the match maker has 12 pilots on both sides ready to go. This is the incentive to go loyalist. Your the first in line all the time.

So, for example, one drop the merc unit could be fighting clanners and the other time be fighting inner sphere? Doesn't that just make Mercs a QP version of FW?
Not saying it's a bad idea -- i actually kinda like it.

Yes. The mercs become quick play in faction with a choice of clan or IS mechs. The loyalist bonus for only using their side's mechs is they go to the front of the line if there is a queue.

That feels like a lame trade-off. Mercs have open access to whatever they want, and loyalists get to wait 30 less seconds in a que thats already moving along nicely and a handful more c-bills? Imma say not the best idea.

The concept works, just not sure about rewards.
