The one item that was mentioned, briefly, that I believe should be exclusively an option for the Clan was the 'Bidding' idea.
That was to take less tonnage into the battle to receive more prestige.
I would also suggest it could mean taking less mechs.
It fits in with the Clan Bidding from lore, which will no doubt keep a number of players happy.
Just having the option would be a nice addition, it's a step towards adding some more depth to the factions.

Decals and Paint schemes for the other clans- I would spend actual MC on this. Nothing like Barbie dolling up your mechs for fun. Would require the art department at PGI to do a bit of research and implementation should be easy. Would also be nice if 2 or 3 of them were factions in the game considering factions really don't matter in faction play anymore.
Voting system to actually work. I cant tell you how many times ghost bear has voted Alshain and it hasn't been top voted.
The aforementioned and apparently going to be presented Lore events like, Battle of Luthein (Smoke jags/Nova cats vs DC/Mercs) similar to Tukyaaid
The aforementioned Bonuses to being loyalist in CBILLS
A cap on how many Merc units can be in a faction at any given time. or maybe just Clans vs IS. Some sort of way to balance out the switching back and forth.

As i can see now clan players will never allow this. If we ever get balance they will just quit. Clan easy mode or nothing for them. Maybe when they do quit we can get some IS v IS buckets again. Because every IS player i talk to doesn't want to fight clans.

I'll only ever want to meet clans in scouting. My Bush Whackers love eating their Novas, Shadow kittens and Huntsmen, with a side of Hunchbacks 2C's washed with a Viper/Cheetah/Jenner chaser.

In that patch they whacked the Blackjack with the nerf bat. On top of that the found a buff bat to hit the clan targeting computers. Just look at all the green(buffs) on the PDF of all Clan Quirk changes here .
Anything that was competitive was whacked. Patch after patch after patch.

Now we move onto the 2nd tier.
• Enforcer ENF-5P: UAC Jam Chance increased to -20% (from -30%).
• JagerMech JM6-DD: UAC Jam Chance increased to -20% (from -30%).
May or may not have copied some of this from the Faction warfare section
This means the I.S. mechs were"better" for a whole 2 months.

Black Knight had triple quirks: armor + structure, movement and weapon, simply too much.
Btw, PGI has finally noticed that structure quirks brake game engine and are removed. Effect in game has been much greater than on paper.
Kodiak and Executioner are tiny?
Minor tinkering earlier year, but effectively it took half a year to start to re-balance FW.
And heatsink nerf, 12 months to reverse, and total surprise, reintroduced in other form days later.
IS side was clearly OP until Kodiak arrived. Other thing that affected balance was mass movement of merc groups to Falcons. Things looked quite different from other Clan factions.
