I was spectating a friendly player after being destroyed, and I noticed him firing his gauss, apparently without charging them. Is this normal in spectator view? I played two more games to check, but did not see anyone with gauss on my team.

Either this is a not all that huge issue with spectator mode still worth mentioning, or this player did something fishy.

Correct, it is not viewable in Spectator mode, just like you can not see the crosshairs on mechs when weapons are fired lots of times.

It's a bit unsettling at first, you think hacks. You'll get used to it. Then you'll go up a tier and see people snapshotting with the gauss and think macros.

I'm T1 with close to full bar and use gauss alot myself. I've never noticed this spectator view bug before though,
