In the most recent Town Hall meeting. Russ expressed interest in the idea proposed by one of round table participants. Can't remember who. The idea was essentially allowing Clan units to bid away some of their tonnage for greater C-bill rewards.
I propose something similar for the IS or both. It's essentially the ability to start a "Campaign" on your faction's behalf. The primary mechanic of this "Campaign" is a supply pool or logistics. It would use the defunct Repair and Rearm mechanic from beta days of old to deplete the supply pool.
This wouldn't involve adding any game modes. Your unit participates in regular FP battles until their supply pool is depleted and they must end their campaign. Rewards would be based on how many wins you can get with your supply pool. So units looking for a challenge and greater rewards can try to stretch the supply pool out with cheaper equipment and lower tonnage.

Sounds complicated, and risky. There are ways it could be done but most CW players would not touch it, due to risk vs. rewards factor.

That's why it's more aimed toward units. Who can coordinate to overcome tonnage or equipment limitations. And this isn't something you do in place of normal rewards. Everyone still gets their regular c-bill rewards. It's just additional rewards based on how far you're willing to push that supply pool.
And since it would be based on number of battles there's no time restriction. Your campaign only ends when you deplete your supply pool in battle with the minimum number of unit members in the match.

I was under the impression that the batchall was designed to offset the tech advantage of the clans. I'd be glad to see it be mandatory, save that we're about to do the time upgrade. So...meh.

I got the impression that Russ didn't know what a batchall was. Sounded like he was interested in it for the sake of encouraging clan units to drop with even less tonnage then they already are. Especially since only the better units would be ballsy enough to do it.

* If you lost a match, you would most likely lose money, especially if you used a lot of ammo based weapons (so essentially a nerf to all ammo weapons, favoring energy).

So like I said in another thread on the R&R topic, it would only work if they could ever do a hardcore queue of some sort, but it has no place in the general populace.

My idea isn't to use R&R on C-bills. It only effects your supply pool. Which unless PGI wanted to have a supply buy in option with c-bills, would be risk free.
The only real risk is just getting beat in a match because you tried to drop with cheaper equipment or less weight. Get to maybe experience the feel of a unit on the ropes as their supplies dwindle.
