Maybe I miss something.
I see that weapon quirks are going to be reduced and reintroduced as choices on the skill tree.
Which would work if all Mechs would have weapon quirks they could use in equal parts. Or if they wouldn't be lost, but replaced with different quirks.

But currently, they are there for a reason: Some chassis are good by design, some need quirks to concur.
Taking from the latter and leaving the former as they are is supposed to work how exactly?

I see, there are some balancing attempts in favour of IS over Clan at two points of the PTS suggested system, but even if we assume this will somehow work out for HBR vs. TDR balance, what about SMN vs. HRB?
GAR vs. MAD-IIC?
NVA vs. SCR?

hunch2c is going to be a monster. Basically anything without quirks to start with is now tier 1.

Either this or a reduced skill factor or sth.
There are only a limited number of solutions.

But seriously, how would you solve this problem?

Just not reduce quirks?
Replace with equally valuable quirks?
Take negative quirks?
Introduce a multiplier <1 for superior Mech skills?
Another suggestion I haven’t read or thought of yet?

You have to balance things from the start. A 0xp IS mech should be equal than a 0xp Clan mech, it's not fair to have to play for a very long number of matches with a clearly inferior mech "because in the end it will be balanced".

And when I say IS Vs Clan, it also means bad Clan mech Vs good Clan mech and the same for the IS...
