What does this mean? how does "20%" work?
Based on range? time to loose target (is it now just a renamed target decay?)
Radar dep used to be a 1 level instant lock loss, I don't understand the 20% thing other than costing more points to 100% it?
Why not make the skill branch smaller, and just make radar dep cost 5sp ?

So normally the lock stays on for few seconds after line of sight is lost. It would be 20% less now. 100% would be normal radar derp.

I actually like this new system. As I understand it, the percentage shows how much faster you evade an enemy lock. This works well with / against target decay, as these two "modules" or now nodes no longer have on/off switches.
If you don't want to go all the way in the respective skill tree but instead go with 40% derp, then have it your way. The enemy will now only be able to hold a lock on you 60% of the original duration. I like it.
