Target computer 2-5 and 7 are lined up, so I think it was just an oversight.
TL;DR - Clan Lasers are rolling critical hits more often than they should in the PTS.

Perhaps I'm mistaken about how XML files work, but looking at the the targeting computer stats, the Crit bonus for Targeting Computer 1 and Target Computer 6 use the old, higher, crit values for Beam weapons. They should be lowered to match the values of the Projectile Weapons, which is what the Patch notes say they are supposed to be.
