So I decided to try to respec my choices now that I've learned a bit more about what they do. I paid the high price to respec, and I clicked on my first choice. I saw that I accidentally chose to unlock it with XP instead of EXP. I clicked on the "Revert Changes" button, thinking it would undo that step. Instead it put me back to all my old choices before I hit the "Respec" button.
I know at this point it doesn't really matter but I was worried that I had just wasted everything I had spent on the first Respec. I'm pretty sure I didn't after thinking about it. I did another Respec and this time I hit the "Apply Changes" button, and it asked me if I was sure I wanted to spend the cost for the Respec. THEN if I hit the "Revert Changes" button it would just undo everything until I hit Apply Changes again.
I'm just letting people know so they don't freak out like I did, unless of course I actually DID have to pay twice for the respec (hard to tell because I didn't see how much I had to begin with). Honestly it's just another reason why we shouldn't have to pay to respec, or the amount should be minimal. It's either that or give us 2 or 3 different specs to use, and we can switch between them without cost. That way if we prefer to boat on that toon we can boat. If we decide to spread out the weaponry love a bit more then we can do that, at risk of less armor and/or movement. That is, if you're going to insist on keeping this system without any changes to it.

"Revert Changes" is kind of a misnomer.
It's more like "Cancel Changes" as one you confirm the changes, you have paid whatever those changes would cost in total.
"Revert Changes" is really more along the lines of undoing all the UNSAVED changes.
