Three factors:
The sign (this is hard mode!).
The win conditions (if you don't win consistently you are hurting your side of the bucket)
The nature of the mode (dots for groups, solos welcome...but not really...invasion!...but not really).
These factors guarantee...by PGI's own estimates...that only about 10% of the population even plays the mode, and people honestly believed that PGI was going to dedicate resources to lots of "special weekend events" of IS v IS and Clan v Clan? Now that is comedy gold right there. If they do more than three of these events in the next year I will be shocked.

Just people because people dont play IS v Clan doesnt mean they wouldnt play IS v IS. Most IS pilots i talk to don't play cw because they don't want to fight clans.

Faction Play Event and Reward Updates
Special Events and unique, short-term Conflicts are the next major step in the development of Faction Play Phase 4 feature-sets. Before we reach that stage however we need to do some work behind the scenes to expand upon the Faction Play UI and our internal toolsets to allow for greater detail, substance, and control with these events than what the current Faction Play Conflict systems can provide.
Our goal is to integrate special events more seamlessly into the Faction Play interface, providing better context, more lore presence, and improved reward incentives behind each event. You can see part of our inspiration for these special events in previous official events such as Tukayyid, the ComStar Intercept program, and community-created Events, such as the recent Operation Great Dane.
Additionally, general changes and improvements to Faction Play reward systems are also a priority for 2017, with particular attention toward Loyalist career rewards and incentives.
At the time of this Roadmap we aren’t yet in a stage where we can provide solid ETAs for the above items, so keep an eye out for more details and developments future in Roadmaps.
Im guessing around 3-6 months before an IS v IS event.

To a point, you'll still get the usual people complaining about 12mans (which are rare), stomps, etc etc.
So splitting up the low population that is FP 4.1 (It was OK Nov-Dec but ghost drops and 20min waits are back). So it's almost back to FP 3 levels of games.
Weekends are still busy, but midweek it's eternal searching screens no matter what side you are on

I think most people saw this coming. They never fixed any problems they just added features... Then they put us into one bucket and lots of the people getting put into 1 bucket didn't want to go. So after the quickplay maps got old they quit.
Without fixing the mode the most they can hope for (what i hope for) is loyalist will come back to fight for the events.

clan unikts hold training excercises or such with other clans IS has a number of small boarder wars for the IS. It has it'sadvantages If you want respawnning you take a faction play match for others yhou have the quick and regular matches. This is only a small niche market so they need to be arefull.
