No that is more along average skill and no premium time enabled.

Add in premium time and for instance I've seen a match where I earned 9.5k xp in that one match WHILE leveling a mech so it wasn't even mastered.

You are being dishonest. The average xp per match for an average player is certainly less than 800 without premium time.

Okay, so what, maybe 10 matches for a reasonable respec of 20 points? Thats not a lot and hell I'd say 20 points is probably on the bigger side of what a respec will be.

That's a lot more than the zero matches it should be. Also a 20 point respec is likely to be 16,000 xp and 1.2 million c-bills.
