Goal: more even spread of merc units between IS vs Clan contracts. While there are several solid loyalist teams on both sides the distribution of Merc units impacts which side and how many planets change hands.

The Merc leaderboard shows it all. The units do better the less IS contracts they take. Leaderboards are driven by planets taken and that is as fair a metric as any to build balance around.

What is needed is incentive for Merc units to play IS. Mercs take contracts that suit their interests. This suggestion focuses on leader board placement (bragging rights). The leaderboard for units is based on planets.

Now for a solution:
Clan loyalists for 1 planet and 4 total planets can be won each ceasefire, no change. For IS loyalists the vote is for 2 planets and 8 total planets can be won each ceasefire.

Merc Unit Perspective of Change:
Clan contract = 50-70 votes to win a planet on a winning cycle and move up leader board.
IS contract = 25 to 40 votes to win a planet on a winning cycle and move up leader board.

Lore:
IS had only one advantage over clan, massive numbers. This change would reflect the numerical and logistical advantage IS has by spreading out the battlefield and winning more territory on a winning cycle.
