2) why cant I go up to another node? it show a connecting line but wont let me?

you can only go down

pilot skills are obsolete, they were merely used to unlock the ability to equip modules.

the skill tree is top down so you would have to purchase the three nodes above and to the left of the one you are pointing at. Most of the time but there are exceptions in a couple opf trees. I think I would prefer a table like we have for pilot skills it's easier to manuver.
