Look at the current version of range. If you want people spending 30 total points for max range then just make a linear path for range and have the total cost 30 points.
The more popular a skill the more it should cost. That makes sense and people would be fine with it. People are not happy spending points on unneeded skills though in an attempt to artificially inflate the cost of popular skills.
Oh, and having a cost by popularity system in place will let you adjust to changing metas and offset OP builds as well.
That's called bi-winning.
