Sorry, I realize that I didn't even read your post, I was thought the poll was for PTS1 vs PTS2.

I agree with half of your concept, with the weapon-specific nodes pushed off to the side. I don't agree with having all levels of a skill available in a linear fashion, you should have to spend lots of points if you want to max out cooldown or velocity, or you just end up with a tree where the vast majority of players ignore most of the tree.

Velocity needs to be merged with duration as well, having another universal node would be welcome, rather than having velocity not affect lasers and vice-versa.

that could work, though perhaps linking all Spread (LBX & Missile) could work as well,

Yes, I think LB-X and SRM spread nodes should be combined, I'm curious if it would be possible to make a spread node affect MGs as well, range nodes don't mean much on MGs without the accuracy to consistently damage your target at optimal range.

perhaps some Range can be more of a Static Value than a Percent?

Range being 10Nodes of +10m(+100m max)
but that would greatly help shorter range weapons instead of longer range weapons,

another idea is a mix of both, 5Nodes @+10m(+50 Max) & 5m @+2%(+10% Max)
this would be a good balance for both Long Range and Short Range weapons,

or a Mix as 1 node 10Nodes @+1% & +5m(+10% +50m Max)
(where as the % comes before the Additional Static Range)

Edit-
to balance this faction wize you could make each side have different Values,
with this IS could get 10Nodes @+1.5% & +10m(+15% +100m Max)
and Clan gets 10Nodes @+1% & +6m(+10% +60m Max)
